SUBJECT:
LICENSEE QUALIFICATIONS BRANCH INPUT TO THE SER FOR THE SOUTH TEXAS PROJECT The purpose of this memorandum is to advise you of a delay in the preparation of staff input for the SER section dealing with management qualificatipa On +he South Texas Project (STP). This delay from the previous Atomic Safety and Licensing Board (ASLB) schedule, that called for the SER input by mid-February, will probably impact the start of hearings on the STP Quality Assurance Progran and Licensee Management Oualification.
It is requested that you advise the ASLB of this delay.
In order for the Licensee Oualifications Branch to prepare its input for the SER, it will be necessary for the staff to visit the Houston Lighting and Power Company headquarters in Houston, Texas and the STP site, since the applicant's operating organization is already located there.
Originially it was planned to conduct this visit in December or very early January so that the SER input could be prepared in time to meet the schedule set by the ASLB. This schedule called for completion of the input by mid-February. However, scheduling conflicts, both staff and applicant, caused a delay in the proposed visit until the week of January 26, 1981. This delay caused a one month slip in the preparation of the SER sections related to management capability. Events within the past two weeks have caused still further delay in scheduling this visit. TMI-l restart bearing will require that attendance of either or both Licensee Oualification Branch members (Larry Crocker and Fred Allenspach) during the last week of January and the first two weeks of February.
It is now anticipated that the staff SER effort will not be completed until early April.
As a result, of this recent conflict, and after several conversations with Mr. G. Oprea, Vice President in charge of nuclear facilities for Houston Lighting and Power, a new date for this visit has been set for February 17-19, 1981.
A meeting notice has been prepared.

E. Christenbury l The impact of the delay on the start of hearings is not clear. However, some slf p can be anticiapated. Currently hearings are scheduled to begin during the week of May 4,1981.
