_ Inspection on May 23-25, 1978 (Report No. 50-155/78-10)

Areas Inspected: Routine observation of a scheduled drill conducted by the licensee; collection of effluent samples for future comparative analysis. The inspection involved 17 inspector-hours onsite by one NRC inspector.

Results: For the two areas inspected, no items of noncompliance or deviations were identified.

Training Session The inspector observed a training session for hospital employees at the Little Traverse Hospital, conducted by the Radiological Training Supervisor.

Several nurses, one doctor, and laboratory and housekeeping personnel were present. The information was effectively presented, and personnel had several pertinent questions, leading to an informative general discussion.

Drills The inspector observed two schedules drills conducted by the licensee

on May 24 and 25, 1978. The drilla involved both support hospitals

and ambulance services. The drill involved ar. employee with a severe contarinated wound in the arm. The employee was semi-conscious upon arrival 6t the hospital.

Chaclevoix Hospital The inspector observed the response by the Charlevoix Fire Department and the Charlevoix Hospital, and noted that one of the Fire Department personnel had failed to button the lab coat given him by plant personnel. He therefore would have contaminated his personal clothing as he bent over the victim in the Emergency Room, b.

Little Traverse Hospital The Petoskey Fire Department emergency vehicle transported the injured employee to the Little Traverse Hospital. The inspector noted that the sleeves of the lab coat given to one of the drivers were much too short, thus allowing his forearms to-2-

possibly become contaminated. Due to extensive construction at the hospital, only one direct outside entr3nce to the emergency room is being used. However, hospital personnel stated that, upon completion of construction, a secsnd entrance would be unlocked and used.

The licensee representative acknowledged the inspector's comments.

Training of the Petoskey Fire Department in response to an item identified in a previous inspection.3!

Fire Department employees were trained March 27, 1978. At this time they stated that all six medbers had attended a sixteen-hour radiological training course given by the State

of Michigan.

Effluent Sampling The inspector obtained samples of liquid and gaseous waste and a particulato filter and charcoal adsorber for future com-parative analysis under the Confirmatory Measurements Program.

Exit Tnterview At the conclusion of the inspection on May 25, 1978, the inspector met with licensee representatives denoted in Paragraph I and dis-(e cussed the scope and findings of the inspection.
