Gentlemen:
AP&L's letter dated December 19, 1980 provided comitments to the requirements of NUREG-0737.
The discussions concerning the subject items were presented on pages three and four of our December 19, 1980 letter.
Further review by AP&L has indicated a need for a clarification of our position on these items.
ITEM II.B.1.
REACTOR COOLANT SYSTEM VENTS The AN0-1 venting system described in our letter dated January 19, 1980 is currently in the final stages of design.
A detailed description of the design and operating procedures will be provided for your review by July 1, 1981. This syst in will not include a reactor vessel head vent.
During system design and review and development of operator guidelines for use of the reactor vessel head vents, AP&L and B&W determined that any non-condensable gas bubble which foms in the head can be adequately removed by use of the hot leg and pressurizer vents which will be installed by July 1, 1982.
The head vents will only serve to remove the non-condensable l
gases more quickly, but will not significantly increase the margin of safety.
It is therefore AP&L's opinion that, because the head vent will not significantly increase the margin of safety for plant operation, the cost of installation and the recurring cost of maintenance and testing of the head venting system is not justified for ANO-1, 01012703g VEMBEA MOOLE SOUTM UTsuTlES SYSTEM
Mr. Darrell G. Eisenhut January 19, 1981 The high points of the ANO-2 Combustion Engineering NSSS are the pressurizer and reactor vessel head.
Therefore, in accordance with our submittal dated January 18, 1980, a venting system which will provide a pressurizer vent and a reactor vessel head vent is presently being designed.
A detailed description of the design and operating procedures will be provided by July 1,1981. The system will be installed by July 1,1982.
ITEM II.B.4 TRAINING FOR MITIGATING CORE DAMAGE ANO 1 & 2: AP&L has developed training programs to meet this requirement.
Some operators have already received portions of this training. We do plan, however, to update this program as a result of further input from our reactor vendors.
The training will be completed in accorc'p.ce with the NUREG-0737 implementation schedule of October 1,1981.
