'Ihis report describes an increase in scope of a daficiancy in piping analysis Aar.u.Limi on Nuv=M 26, 1980 in Report No. SD-369/80-21, 370/80-16. 'Ihat daficiancy cmsisted of not eaideing ICCA effects in analysis of piping systems, apac4 fic=11y, pressure effects cm ha11r=-type E==-i.a.aticms. In resolving that daficiancy it was hudned that Or*=inmant vaanal dynamic movements due to IOCA were not properly ea4dared in certain criteria - analyzed piping. Criteria-analyzed piping is 4-inch di=s=i.=. and less, icw tm+rai.ure, low pressure, =4 =ic piping which is analyzed by pipe span and support an= ring rules dafinad_ by Speci-fic=+ 4 m. 'Ihe cmly dynamic input to which the criteria are applicable is a seismic event. 9 hen M m"M the analysis originally, analysts assmed that applicable IOCA effects were static cnly.

Porticms of piping affected by this daficiancy are required either to ensure Cn*=4nnent integrity (between isolaticn valves) and/or to perform necessary functicms during or after a postulated IOCA. Eleven (11) piping analysis math wvlala require partial or total reanalysis for IOCA effects. Frm these math nrrlala, t;c hundred and seventee (217) support / restraints require design review /

revisim with sme hardware ch=w expected. Most support / restraint load changes l are eaE= tial to be minor.

ANALYSIS T SAFETI IMPLICATIm Worst case safety ccnsequenm is that piping which either penetrates Centainment and/or is required to functicn during and/or after a postulated IOCA is not qualifiad_

for the Faulted Ccoditicn including IOCA effects. Support / restraints for this piping uny not be adequate for worst case inada and piping integrity for either require-ment cannot be assured ass ming inadequate support / restraint designs.

CORREITIVE ACTIm An analysis and design review pi+= has been initiated to ccmplete the following:

(1) Review the scope of criteria-analyzed piping inside of Ccntainment and identify those math =vlala ccx?=4ning piping which satisfies all of the following:

a) Pipe integrity is required to ensure Ccntainment isolation or_ pipe integrity is required to allow pipe to perform necessary fura.icn(s) during or after a postulated IOCA b) Pipe support / restraint (s) attach to the Ccntaiment Vessel (2) Perform rigorous (cmputeriTed) stress analysis of piping associated with Itan (1) to include IOCA dynamic effects pwi.e.u:ly. A pipe stress and support / restraint load factoring approach which was identifiad during initial nctific=*4m of this daficiancy was used -initially but was cmfimad by E -A ming the more accurate rigorous analysis cn all ,

affected piping. Ccnfim adequacy of existing piping and define, as naca===ry, revised support / restraint locaticms and loads and revised 1maings cn structures to which the piping a**=chaa. Ccnfim adequacy of structures to which the piping or support / restraints attach for any revised 1maima. Review and revise support / restraint designs as necessary to assure adequacy for any revised 1maings and locaticns.

(3) Make =ca===ry hardware changes to affected items.

(4) Revise the smc4f4c=ticn for criteria-analyzed piping to nere clearly dafina analysis requirements for postulated IOCA cmditicns and to avmnd the existing exclusicn of the criteria app 14c=h414ty to IOCA to require transfer to rigorous analysis scxpe analysis of piping subject to dynamic input due to IOCA or any other dynamic event other than =4=4c.
