APPLICANT'S RESPONSE TO MECKLENBURG COUNTY AND CITY OF CHARLOTTE REQUESTS TO PARTICIPATE On December 31, 1980, the Mecklenburg County Board of Com-missioners requested that the Licensing Board, pursuant to 10 CFR 5 2.715(c), grant the County Board l' eave to participate in the reopened McGuire proceeding as an " official observer." On January 13, 1981, the City of Charlotte formally requested participation in the reopened hearings as an interested govern-ment body as described under 2.715(c). .

Applicant does not have any objection to their participation in the reopened phase of the proceeding within the provisions of 10 CFR 6 2.715(c).
