SLBJECT: REQUEST FOR C099ENTS REGARDING THE LOFT SPECIAL REVIEW GROUP'S STUDIES The purpose of this letter is to solicit your comments ressrding the continued operation of the LOFT facility. In particular, we would appreciate your thoughts concerning operation through FY 1985 as contrasted with the recomendations of the ACRS. The'ACRS has reccamended to the Comission (letter from M. S. Plesset to J. F. Aheame, dated July 17,1980, " Comments on the NRC Safety Research Program Budget for Fiscal Year 1982." NUREG-0699) that following the FY 1982 tests scheduled to be conducted at LOFT, the facility should be decommissioned (or perhaos taken over by industry). (A copy of this reccomendation, as extracted from MllREG-0699, is included as Enclosure 1 to this letter.)

As a result of this recemanndation, the Commission established, on October 28, 1980, a LOFT Special Review Group (LSRG) fbr the purpose of reviewing the LOFT l

program and reporting its findings to the Comission. The report is intended to i

aid the Commission in their decision whether to continue NRC support of the LOFT project beyond FY 1982. I.have been appointed as the Chainmin of the LSRG.

As noted in our charter, our efforts will include addressing specific regulatory needs and how the results of the LOFT program are expected to meet those needs.

In addition, we will report, based upon the performance of the program to date, 4

on the likelihood that the planned program will provide the expected information 1

and that the program can maintain reasonable flexibility to address changing mgulatory issues. Our group is divided into frtr subcomittees, each of which will evaluate the technical adequacy and usefubass of LOFT as it relates to the fb11owing areas:

Operational Aspects (Mamine Interface);

l 2.

Code Verification and Scaling; 3.

Transients, ATWS, Risk Reduction; and, 4.

Degraded Cooling.

DEC 8 1980 Based upon our review in these arees, we will evaluate the following three options for the LOFT program: Option A-nn through FY 1982; Option B-run through FY 1983; and Option C-run thmugh FY 1985. Enclosure 4 provides a summary of the planned LOFT test sequence for the three options.

The review group would very much appreciate your views and comments regarding the matters under consideration by the LSM. Specifically, any comments with respect to the usefulness of the planned tests for pmviding needed safety-related research in the areas being addressed by the four si6 committees, would be most helpful.

Due to the short amount of time allotted to the LSM to perform this review, I would like to have any comments you may have by January 1,1981. This will assure sufficient time for the LSM subcommittees to integrate your comments into the review process.
