This is in response to Mr. Sewell's reply dated September 4,

1975, to the iter.s of noncompliance which were brought to

your attention in our letter dated August 7, 1975.

We have no further questions at this time with respect to

your con:ments and corrective actions regarding Infractions 1

and 2; sections, a, b and e (Parts A and C) of Infraction 3;

and the deficiency.

With respect to your response to Infraction 3. section c

(Part B), we continue to maintain that a followup review by

the Plant Review Coumittee should have been conducted. An

independent review is appropriate whenever a deviation

between the selected criticality prediction and actual

criticality exceeds the procedural hold point, necessitating

a reevaluation by the nuclear engineer. The purpose of an

independent review is to provide further assurance that no

reactivity anomaly exists and to provide management with an

awareness of the capabilities and limitations of calculational

'

techniques to improve future criticality predictions.
