A response detailing corre:,ive 4

action taken or planned was requested. This letter provides the requested response.

Infraction Contrary to 10 CFR 50.59, a documented safety evaluation was not provided as requirbd prior to a modification involving the emergency electrical system.

Response

This infraction was identified as an abnormal occurrence by Consumers Power Company. on November 6,1975 and corrective action was detailed in Abncrmal Occurrence Ecport 214-75 transmitted by letter dated November 17, 1975 Tne -

corrective action detailed was:

A circuit design analysis vill be performed by engineering support groups a.

to fully justify the existing circuit configuration.

As an interim measure until the action described in e and d belev is com-pleted, the plant staff vill consider every facility change as safety-related until deemed otherwise by Plant Review Committee action just prier to authorization of implementation of the facility work.

A more detailed Q-List is being developed.

Corporate and plrtnt' procedures relating to modification control vill' be

appropriately revised to minimize the possibility of recurrence as well as correct other discrepancies.

The status of and expected completion times of these items are:

Item a has formally been requested to be.done by an engineering support group. Expected completion is February 1976.

Item b has been initiated by proposed. additions to the administrative controls.

Expected completion is the'veck of December 22, 1975

Item c.- A revised Q-List has been developed and approved and will be issued c

soon with celected color coded mechanical and electrical drawings. Expected completion is.in mid-January.

e Item d is in the process of revision in QA procedures which vill then be factored into plant administrative control. procedures. Expected co=pletion is February 1976.
