This refers to the inspection conducted by Mr. D. R. Hunter

of this office on Janucry 5-9 and February 2-6, 1976,

and Mescrc. J. A. Finn and L. J. Hueter of this office on

February 3-5, 1976, of activities at Big Rock Point Nuclear

Plant authorized by Reactor Operating License No. DPR-6 and to

the discussion of cur findings with Mr. Hartman and others at

the conclusion of the inopcetion.

The inspection consisted of en examination of your implementa-

tion of your retraining for licensed operators in responsc to

a ret;ucst for inspection by one of your employcos. A copy of

our inspection report is snelosed.

During this inspection, certain of your activitics appeared to

be in noncot:pliance with URC requirements, as described under

Enforcement Items in the Summary of Findings section of the

anclosed inopection report.

Thic notice is sent to you pursuant to the provisions of

Section 2.201 of the NRC's " Rules of Practice," Part 2, Title

10, Code of Federal Regulations. Section 2.201 requires you

to submit to thin office within twenty days of your receipt

of this notice a written statement or explanation in reply,

including for cach iten of noncompliance 2 (1) corrective

action taken and the results echieved; (2) corrective action

to be taken to avoid further noncompliance; and (3) the date

when full compliance will be achieved.
