Executive Vice President Post Office Box 1700 Houston, Texas 77001 Gentlemen:

This confirms our discussion on January 9,1981, of your letter (ST-HL-AE-597) to me dated January 8,1981, concerning actions you have taken with regard to initiating complex concrete work activities.

Specifically, with regard to your request to commence limited complex concrete placement based on connitments contained in your letters ST-HL-AE-555, 572 and 597; we understand that:

1.

Management systems and special procedures controlling the limited '%.~k have been established.

2.

Training of personnel has been completed.

3.

Adequate staffing exists to both perform and manage the limited work.

4.

Corrective actions for previously identified noncompliances related directly to concrete placement are complete.

5.

Concrete correlation testing actions have been completed per ST-HL-AE-572.

6.

Inspection of the Pittsburg Testing Laboratory (PTL) has been satisfactorily completed by the Cement and Concrete Reference Laboratory (CCRL) and evalu-ated as per ST-HL-AE-597.

7.

Specifically, the restart of complex safety-related concrete work activities will be accomplished as outlined in Attachment 1 of your letter of January 8,1981, referenced above and in the Brown & Root Concrete Restart Program, Revision 0, dated September 18, 1980.

We request that you inform this office sufficiently in advance of any plans that you have.
