AP?lICABILITY BASES 3.0.5 This specification delineates what additional conditions =utt be satisfied to per:1: operation to continue, consistent with the ACTION s:sta=en:s for pcwer sources, when a nor=al or e=ergency power source is not 0? IRA 3LE.
It specifically prohibi:s opera: ion when one division is incperable because 1:s nor=al or e=ergency power source is incperable and a sys:e=, subsysta=, crain, co=ponent or device in another divisica is inoperable for another reason.
"he provisions of this specifica: ion per=1: the ACTION state =ents associ-ated with individual systats, subsyste=s, trains, co=ponen:s or devices to be consisten: with the ACTION state =ents of the associated electrical pcuer source.
It allows opera: ion to be governed by the ti=e li=its of the ACTION sta:e=ent associa:ed wi:h the Li=1:ing Condi:1on for Opera: ion for :he normal or e=ergency power source, no: the individual ACTICN s:a:e-
=en:s for each sys:e=, subsyste=, train, co=penent or device that is deter =ined :o be inoperable solely because of the incperabili:y of its nor=al or e=ergency power source.
For exa= ole, Specification 3.8.1.1 requires in part that all four e=argency diesel genera: ors be 0? IRA 3LE.
The ACTION sta:e=ent provides f or a 72-hour out-of-service ti=e when one emergency diesel generator is no: C? ERA 3LE.
If the defini: ion of 0? ERA 3LE were applied without consideratien of Speci-fica: ion 3.0.5, all sys te=s, subsys:e=s, trains, co=ponen:s and devices supplied by :he inoperable e=ergency pcwer source would also be inoperable.
This would dic:2:e invoking :he applicable ACTICN state =en:s for each of the applicable Li=iting Condi: ions for Operation. However, the provisions of Specification 3.0.5 perr.1: :he ti=e li=1:s for continued opera:1on to be consis:ent wi:h :he ACTICN s:a:e=ent for :he inoperable e=ergency diesel generator instead, provided the other specified conditions are satisfied.
If : hey are no: sa:isfied, shu:dewn is required in accordance wi:h this specification.
As a fur: hor exa ple, Specifica:ica 3.8.1.1 requires in par: :ha: rwo physically independent circui:s between the of f-site trans=ission network and cne on-si:e Class IE distribution sys:c= be 0? ERA 3LE. The ACTION s tate =en: provides a 24-hour out-of-service time when bo:h required of f-si:e circuits are not OPERABLE.
If the definition of 0? ERA 3LE were applied without consideration of Specifica tion 3.0.5, all sys :e=s, subsys te=s, trains, componen:s and devices supplied by :he inoperable nor=al power sources, both of the of f-si:e circui:s, would also be inoperable.
This, would dicta:e invoking the applicable ACTION s:stemen:s for each of :he applicable LCOs.
- However,
- he previsions of Specification 3.0.5 per=i: :he :i=c li=i:s for con:inued opera:ica :o be consistent wi:h the ACTION state =ca: for the inoperable nor=al power scurces ins: cad, provided the other specified condi:icas are satisfied.
In :his case, this would =can tha: for onc division :he e=er-gency pcwer source mus: be 0? ERA 2LE (as =ust be the co=penen:s supplied by :he c=ergency power scurec) and all redurdan: systems, subsys:e=s,
- sins, componen:s and devices in :he other division mus: be OPERA 3LE, 3 RUNS *41CK-UNIT 1 3 3/' 0 1s Amendment ho. 32
r 1
APPLICABILITY l
BASE 3 or likewise sa:isfy Specifica:ica 3.0.5 (i.e., be capable of perfor=ing their design functicas and have an e=ergency power source OPERA 3LI).
In other words, all e=ergency power sources =ust be OPERA 3LE and all redundan:
sys:e=s, subsysta=s, crains, ce=ponents and devices in both divisions cus:
also be OPERA 3LI.
If these conditions are no: satisfied, shu:down is reqoired in accordance with this specifica:ica.
In Condi:1ca 4 or 5 Specilica:1ca 3.0.5 is act applicable, and :hus :he individual ACTION state =ents for each applicable L1=i:ing Condi:icn for Opera:1cn in these Ccadi:1ons =ust te adhered to.

APPLICABILITY BASES 3.0.5 This specification delineates what addi:1cnal conditions =us be satisfied to per=i: operation to con:inue, censisten: Vith the ACTION sta:e=ents for pover sources, when a nor=al or e=ergency power source is not 0? era 3LI.
I: specifically prohibits operation when one division is inoperable because 1:s nor=al or s=ergency pcwer source is incperable and a sys:e=, subsyste=, train, cc=penen: or device in another division is incperable for another reason.
The provisions of this specificatien per=it the ACTION stata=en:s associ-ated wi:h individual sys:e=s, subsys ta=s, trains, co=penen:s or devices
- o be censisten: wi:h the ACTION statements of the associated elac:rical power source. It allcus operation to be governed by the ti=e li:1:s of the ACTION sca:e=ent assceia:ed w1:h :he Limi:ing Condicien for Operation for the nor=al or e=ergency power source, no: the individual ACTICN s:a:e-
=en:s for each sys:e=, subsyste=, train, co=penen: or device that is de:er=ined :o be incperable solely because of :he inoperabili:y of 1:s nor=al or e=ergency pcwer source.
For example. Specif1:a:icn 3.8.1.1 requires in par: cha: all four e=ergency diesel genera: ors be 0?EEASLE.
The ACTICN s:ste=en provides for a 72-hour uu:-of-service time when one emergency diesel genera:or is nc: 0?IEA3LE.
If the defini:ica of 0? ERA 3LE were applied wi:hout considers ica of Speci-fica: ion 3.0.5, all sys te=s, subsys:e=s, trains, compenen:s and devices supplied by the inoperable e=ergency pcwer source would also be inoperable.
This would dic:s:e invoking the applicable ACTICN s tatemen:s for each of the applicable L1= icing Condicions for Opera: ion.
Hewever, the previsions of Specifica:ica 3.0.5 permit the ti=e li=its for centinued opera:ica to be censistent with the ACTION state =en for :he,incperable e=ergency diesel geners:or ins:ead, provided the o:her specified condi: ions are satisfied.
If : hey are no: satisfied, shutdewn is required in accordance vi:h this specification.
As a fur:her exa=ple, Specification 3.8.1.1 requires in par: tha: two physically independent circui:s between the off-si:e transmission network and the on-si:e Cl ss IE dis:ribu:ica systc= be OPERASLE. The ACTION s es:e=en: provides s 24-hour cu;4of-service time when bo:h required eff-site circui:s are not OPERABLE.
If the defini:ica of 0? ERA 3LE vere applied without consideration of Specifics ion 3.0.5, all sys te=s, subsys:c=s, trains, components and devices supplied by the inoperable nor sl power sources, both of the of f-si:e circui:s, would also be inoperable.
This, vould dic:::e invoking :he applicable ACT!CN s:s:c=ents for each of :he applicable LCOs.
- Mcwever,
- he previsions of Specification 3.0.5 permi: the ti=e li=i:s for con:taued opers:ica to be consisten: wi:h the ACTION s tate =cn: for :he inoperable ner=si pcwc scurecs ins: cad, provided the other specified conditicas are ss:isfied.
In this case, this would =can chs: for one division the e=er-gency power sour:c must be 0? ERA 2LE (as must bc :he cc=ponen:s supplied by :he e=crgency pcuer scurce) and all redundan: sys:e=s, subsys:e=s,
- sins, ce=penen:s and devices in :he other division =ust be CPEEA3LE, l
