This refers to the inspecticr. conducted by Mr. D. R. Hunter
of this office on April 12-15, 1976, of activities at Big
Rock Point Nuclear Plant authorized by URC Reactor Operating
License No. DER-6 and to the discussion of our findings with
Mr. Eartnan and others at the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas
emined during the inspection. Within these areas, the
inspection consisted of a selectiva ernntnation of procedures
and representative records, observations, and interviews with

During this inspection, certain of your activities appeared
to be in noncomp14anca with NRC requirements, as described
under Enforcement Items in the Sucnary of Findings section of
the enclosed inspection report. The inspection shoved that
action had been taken to correct the identified noncompliance
and to prevent recurrence. Consequently, no reply to this
noncomp14mnea is required and we have no further questions
regarding this natter at this time.
In accordance with Section 2.790 of the NRC's " Rules of
Practice," Part 2, Title 10. Code of Federal Regulations, a
copy of this latter and the enclosed inspection report will
be placed in the NRC's Public Docu:acnt Room, except as
folleva. If this report contains inforeation that you or
your contractors believe to be proprietary, you must apply in

Our transmittal letters for PMisades inspection reports
dated February 4 and April 2, 1976, discussed concerns on our
part regarding your systems for follovup on responses to the
NRC. The subject report identifies two instances of late
reports associated with Big Rock Point. We understand that
measures which you are initiating to improve accounting of
these matters at Palisades will also be applied to Big Rock
Point.
We will gladly discuss any questions you have concerninE this
inspection.
