BIG SOCK FOIIC PLANT By letter dated August 18, 1976 Consumers Power Company was requested to respond to an infraction contained in Inspection Report 050-155/76-16 and to respond to two questions in the letter. The purpose of this letter is to provide the requested responses.

Infraction

" Contrary to Technical Specifications 6.h.1, the follow-up training and retraining program elements for the plant staff were not being implemented:

1.

A training program for the plant maintenance department (Paragraph h.f, Report, Details).

2.

An ac'celerated requalification training for licensed personnel (Para-graph 5.e, Report Details)."

Response

1.

In the past, plant maintenance department training has been on-the-job training.

As the new Technical Specifications requirements (which include Section 6.h.1) were effective about the time the outage for refueling and installation of the RDS system started, ve have not yet had an opportunity to implement a new training program for the maintenance department. A training program to meet the applicable requirements vill be implemented by January 1, 1977 2.

An accelerated training program for the four licensed personnel involved was satisfactorily co=pleted on August, 26, 1976. The requirement for accelerated trair.ing for licensed personnel was reviewed by the training supervisor and the misunderstood requirement for such training has been clarified.

Response

QA program indoctrination for maintenance and instrument and control personnel is scheduled for. October.1976.

Continuing training programs for instrument and control are being factored -'into an overall naintenance department training program which will be implemented-by January 1, 1977 The first complete group of sessions of continuing training programs for radia-tion protection personnel will be completed by the end of 0ctober 1976. A retraining program will be scheduled following completion of that program.
