GLEN ELLYN, ILLINOIS 60137 JAN 9 99 Docket No. 50-358 Cincinnati Gas and Electric Company ATTN:

Mr. E. A. Borgmann Senior Vice President 139 East 4th Street Cincinnati, Ohio 45201 Gentlemen:

Thank you for your letter dated September 19, 1980, informing us of the steps you have taken to correct the conditions identified in our Immediate Action Letter dated September 4, 1980, regarding material manufactured by Tech-Sil, Inc.

Your Quality Assurance and Standards Audit Reports No. 326, dated August 27-29, 1980, and No. 328, dated September 11, 1980, have been reviewed by our inspector and discussed with Mr. R. P. Ehas, CG&E by phone on November 18, 1980. The audits indicated that Tech-Sil and R. E. Kramig Company, the installation contractor, have adequate quality assurance programs. Five resistance test results exist for each formula-tion change supplied to the Zimmer site; and traceability has been main-tained for each lot of the specific formulation. The audits also identified that the test results had not yet been accepted by Sargent and Lundy (S&L). CG&E contacted S&L, on November 19, 1980, to obtain the acceptance status. Verifications, that the test results were accepted by S&L was received by CG&E during the week of December 15-19, 1980. Notifi-cation of the test acceptance was made to the NRC Resident Inspector. The resident inspector identified no additional concerns with the test results.

Therefore, this letter is confirmation of the conversation between your staff and Mr. T. Daniels, Resident Inspector on December 18, 1980, e-O
