Dear Mr. Engelken:

In accordance with Technical Specifications Section 6.9.4.1(i) and Appendiv. B, Section S.6.2(c), the Sacramento Municipal Utili ty Dis trict -

submits written confirmation of two 24-hour Licensee Event Reports.

Mr. J. Zwetzig and Mr. H. Canter were notified verbally concerning the details by R. Colombo.

Bechtel Power Corporation notified the District that five NEMA.

Size 3 motor starter coils will not pick up and seal in the steady state condi tion during a degraded switchyard voltage of 214 KV in conjunction with a postulated LOCA. The systems involved include the four Reactor Building Upper Dome Circulators A, B, C and D and the Control Room Emergency Air Supply. The former systems will start during the initial transient but once shut down would not restart.

The Emergency Air Supply could not be started at a degraded voltage of 214 KV in the switchyard.

A Special Order is in effect that recuires the reactor operators to take corrective action to prevent the above-stated problem. At a switch-yard soltage of 216 KV, the operator is instructed to start the Auxiliary Diesel Generators, parallel with the busses, and separate the Nuclear Serv-Ice Systems from the switchyard.

This corrective action will isolate the safety related equipment from the switchyard degraded voltage problem.

A second and unrelated occurrence relates '9 a west perimeter TLD nonitor reading in excess of the established report level. The TLD in loca-tion 3 read 29.5 mR for the fourth quarter of 1980.

This exceeds the pre-0 0 7heq.A
