Dear Mr. Smith:
This letter is to inform you that the Teledyne Isotopes license referenced above was in excess of the license limit of 440 grams of U-235.
The overage amounted to 30 grams.
We recognize this as an item of non-compliance and have reported by telephone to your office the corrective action.
This letter serves as written notification.
On September 9,1980 the inventory of U-235 was 394 grams. We were in the process of repackaging some of this material as waste.
As the regulations covering Special Nuclear Material waste forms and packaging have recently become more stringent, this took much longer than was expected.
On September 10, 1980 we received 58 grams of U-235 for processing which increased our inventory to 452 grams.
On September 28, 1980 we received two additional shipments of 12 and 6 grams respectively.
These shipments were left unopened until we had transferred 40 grams of U-235 on September 8,1980 to our NRC License No. 29-00055-14, for disposal.
This transfer of material put NRC License No. SNM-107 under the license limit for possession.
A breakdown of the transactions appears below:

432 grams In addition, 207 grams of U-235 were returned to Nuclear Fuel Services (ZKD to KAS) on October 13, 1980, making the inventory 225 grams as of that date.
We regret having exceeded the license limit as detailed above and feel fully capable of preventing a re-occurence. The waste packaging procedures appear to have stabili:ed and there should be no future repackaging delays.
