Dear Mr. Eisenhut:

In the ref erenced correspondence regarding Five Additional TMI-2 Related Requirements to Operating Reactors, it was stated in the Implementation Schedule and Summary that Item II.K.3.17 also applies to Fort St. Vrain.

The following reiterates the NRC position on that item and provides the Public Service Company of Colorado response.

Item II.K.3.17 - REPORT ON OUTAGES OF EMERGENCY CORE COOLING SYSTEMS LICENSEE REPORT AND PROPOSED TECHNICAL SPECIFICATION CHANGES NRC Position l

Several components of the ECC systems are permitted by Technical Specifications to have substantial outage times (e.g., 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> for one diesel generator; 14 days for the HPCI system).

In addition, there are no cumulative outage time limitations for ECC systems. Licensees l

l Fort St. Vrain being a High Temperature Gas Cooled Reactor (HIGR), does not have nor require the emergency core cooling (ECC) systems which must be pro-l vided for light water reactors. The Fort St. Vrain Technical Specifications which pertain to systems which provide emergency core cooling do not permit l

substantial outage times for any equipment required for emergency core cooling except for the standby diesel generators (System 92) which have a seven (7) j day limit--total for both units--during any month. The Technical Specifica-tion for the prestressed concrete reactor vessel (PCRV) cooling system (System 46) allows up to 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> with only one complete operating loop in i

service.

l The information requested by the NRC Position statement is contained in Table 1 which lists the outages for System 92 for the five year period from June,1975, to July, 1980.

The review of information researched on System 46 for the same time period did not disclose any outages of one complete operating loop under the i

l provisions of the Technical Specification.

As the equipment used for emergency core cooling is also used during normal plant operation, this equipment must be operable for continued power opera-tion. The reliability and performance of all this equipment is continuously demonstrated by normal plant operation. Decay heat removal is effected by i

operation of one or more of the four helium circulators and either or both of I

the separate steam generator sections (economizer-evaporator-superheater sections

(

and/or the reheater section) in either or both of the loops, Based on the unique design of Fort St. Vrain and the associated system require-i ments for emergency core cooling systems which are reflected in the existing Technical Specifications, no changes are being proposed, i
