301/492-7715 NRC ADOPTS INTERIM STATEMENT OF POLICY ON LICENSING NUCLEAR POWER PLANTS The Nuclear Regulatory Commission has adopted an interim statement of policy on the licensing of nuclear power plants to be followed wnile the Commission considers a range of options dealing with the extent to which its regulatory structure should be modified as a resulu of the Three Mile Island accident.
In its statement, which is attached, the Com=ission noted that the Three Mile Island accident is being investi-gated by the Co= mission and a number of other bodies.
These investigations may result in significant changes in the Co= mission's regulatory policy and in the procedures used to license nuclear pcwer plants.
The Co=missie,n said the interim statement is being issued "to clarify ~ the Comission's previously announced policy decisons on how licensing pro-ceedings should be conducted while the Comission considers changes in the procedures by which it exercises supervision of adjudicatory licensing decisions."
The policy statement provides:
1)
No new licenses will be issued without action by /
the Commission itself.
2)
No decisions authorizing the issuance of a con-struction permit, limited work authorization or operating license will be issued by an Atomic Safety and Licensing Board except after further order of the Commission itself.

The issuance of appellate decisons and partial e
initial decisons by licensing boards may continue.
4)
The NRC Staff should, in those cases in which it feels prepared, proceed with licensing reviews and presentation of evidence before boards in licensing hearings.
5)
Petitions that have been received from various i
applicants requesting their proceedings to resume are con-trolled by the Co= mission statement.
