D0LE OF THE OFFICE OF STANDARDS DEVELOPMENT Issue: Cen the effectiveness and efficiency of the Office.of Standards Development (SD) be improved in light of its new role.

Background

SD was created when NRC was established in 1975 and is not a statutory office (i.e., NRR, NMSS, and RES are established by law).

The rationale for establishing a separate office for standards development was based on the need to have a dedicated workforce whor;e charter was to codify the already established licensing and regulatory standards and practices. This task did not involve developing a new technical base for regulation since it was believed that existing practices were adequate.

An independent office could accomplish this more efficiently and on a better schedule than licensing offices who were faced with day-to-day licensing issues.

Specific functions assigned to SD are:

(1) Develop and reennend rules, regulations, codes, criteria, standards, and guides in all areas of NRC regulatory responsibility.

(2) Coordinate IAEA standards-related activities.

(3) Coordinate with the American National Standards Institute on nuclear standards matters.

Changing Role of SD The accident at TMI-2 caused NRC to rethink the technical content and base of existing regulations.

This fact is exhibited in numerous new regulatory activities which require new I

technical information in such areas as: degraded core cooling, siting, hydrogen l

con, trol, emergency preparedness, and general design criteria.

1 Current rulemaking in general and these projects specifically require considerable technical input of data and analysis which is produced through research. Conse-t quently, research results in these areas must br; well defined, coordinated, and scheduled to ensure maximum responsiveness to the rulemaking process.
