d DOCKET 50-155 - LICENSE DPR Y Ngg BIG ROCK POINT PLANT - REQUEST FOR T/S CHANGE - RH40 VAL OF RADWASTE CONCENTRATOR SYSTD4 Transmitted herewith are three (3) original and thirty-seven (37) confor=ed copies of a request f;,r a change to the Technical Specifications of License DPR-6, Docket 50-155, issued to Consumers Power. Company on May 1, 196h for the Big Rock Point Plant.
The purpose of this request is to allow a modification to the liquid radioactive vaste collection system. The proposed change vould allow replacing the presently installed radwaste concentrator, condenser and associated piping and instrumenta-tion with two cartridge filter units.
The purpose of this modification is to conform to standards established by the State of Michigan NPDES permits whereby the discharge of total suspended solids is limited to a 30 me f1 daily average, and a 100 mg/l daily maximum. These limitations and, thm efore, the proposed modification must be implemented by July 1,1977 Thus, it is requested that approval of this Technical Specifications change re-quest be granted by June 22, 1977 s., c David A Bixel Nuclear Licensing Administrator 1

CONSUMERS POWER COMPANY Docket 50-155 Request for Change to the Technical Specifications License DPR-6 For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in Provisional Operating License DPR-6, Docket 50-155, I
be changed as described in Section I, below.
I.
Changes a.
Delete Section 6.5 2(c).
b.
From the discussion contained at the end of Section 6.5 2, delete the terms:
" Concentrator feed pump" and " concentrator."
NOTE: Revised Page 66 is attached to the end of this submittal.

Discussion

Effective July 1, 1977, Consumers Power Company is required to conform to the total suspended solids discharged requirements of the Federal Water
~
Pollution Contrc: Act of 1972 as utilized by the State of Michigan in.
issuing NPDES permits.
In order to meet these requirements, it is neces-sary to modify the liquid radioactive vaste collection system.
In general, the modifications would consist of removing the radvaste concentrator, the concentrator feed pu=p, the concentrator condenser and either removing or blanking the associated piping.
In place of the removed equipment, two cartridge filter units vill be installed. This new installation vill allow taking a suction on either the chemical vaste receiver or the dirty waste receiver tanks (No 1 or No 2) and recirculating the contents of the tanks through the filter assemblies until the required total suspended solids level is reached. The filter assemblies will be monitored and alarmed.
l thereby allowing rapid operator action, if necessary. Past operating ex-perience indicates that the expected activity levels are lov.
Therefore, reasonably' free access to the cquipment is assured.
If any release of activity did occur, it would be confined to the radvaste room.

t The effect of this change would be to lover the discharge levels of suspended solids to within acceptable limits, and to provide further re-duction in liquid vaste radioactivity levels.
The system vill be flex-ible enough to allow varied cartridge filter si::es to confor= to the requirements of any filtration process necessary. The radvaste concentrator at Big Rock Point has not proved satisfactory and has not been used at all for several years. Thus, it is requested that the planned modifications be appro red and the applicable Technical Specifications be changed.
III. Conclusion Based on the foregoing, both the Big Rock Point Plant Review Con =ittee and the Safety and Audit Review Board have concluded that this change does not involve an unreviewed safety question.
