License DPR-6, Docket 50-155, issued to Consumers Power Company on May 1, 196h for the Big Rock Point Plant.
By letter dated September 10, 1975, Consumers Power Company submitted a re-quest for changes to the Technical Specifications to allow automatically bypassing the high condenser pressure reactor trip any time steam drum pres-sure is less than 500 psig. However, the September 10, 1975 letter in-advertently neglected to incorporate changes to Section h.2.2(b).
Thus, the purpose of this submittal is to propose changes to Section h.2.2(b) of the Technical Specifications to be consistent with and clarify the proposed changes requested in the September 10, 1975 letter.

"(b) Operating Requirements
_(1) The following condenser trips shall be operable during reactor power operations:
Annunciate, Inches Hg Absolute 50 0.5 Turbine Trip and Bypass Valve Closure, Inches Hg Absolute 10.0 0.5 (2) The following condenser trip shall be operable during reactor power operations when system pressure is 500 psig or higher:
Reactor Scram, Inches Hg Absolute 8.0 0.5" l

By letter dated September _10, 1975, Consumers Power Company submitted a i
request for changes to the Technical Specifications Section 6.1.3 allow-ing the bypassing of the high condenser pressure reactor trip any time steam drum pressure is less than 500 pounds. This submittal neglected to propose changes to Section h.2.2(b), which also deals with bypassing the high condenser pressure reactor trip. Therefore, this submittal proposes changing the bypass pressure from 350 pounds to 500 pounds utilizing the same justification as presented in the September 10, 1975 proposal.
As written, Section h.2.2(b) of the current Technical Specifications is

misleading. This section implies that the capability to bypass the high condenser pressure annunciation and the turbine trip and bypass valve closure exists. This is clearly not the case. The alarm and valve trip /
-closure are continually in effect once vacuum is drawn and they are reset.

4 Further, there are admini strative limits imposed that restrict turbine warm-up un'.il 500 pound steam drum pressure is reached.
Thus, the proposed revamped Eection h.2.2(b) of the Technicti Specifications adds no new tech-nical or operational constraints but is submitted solely to clarify exist-ing system design.
III.
Conclusions Based on the foregoing, both the Big Rock Point Plant Review Committee and the Safety snd Audit Review Board have concluded that these changes do not involve an unreviewed safety question.
