T/S CHANGE - PLAUT ORGANIZATION Transmitted herewith are three (3) original and thirty-seven (37) confor=ed copies n' a proposed change to the Technical Specifications for the Big Rock Point Plant, Docket 50-155, License DPR-6.
The purpose of the change is to reflect proposed organizational changes to the Big Rock Point staff. Since the change is purely administrative,-it is concluded that it should be categorized as Class 2.
A check for the appro-priate count is attached.

Dockst 50-155' Requxat'for Chrnge to tha Technical Specifications License DPR-6 For the reasons hereinaf ter set forth, it is requested that the Technical Specifications contained in Facility Operating License DPR-6, Docket 50-155, issued to Consumers Power Company on May 1, 1964 for the Big Rock Point Plant be changed as described in Section I below:

Change (s) 1.
Figure 6.2-2 (a) Combine the position of Operations and Maintenance Superintendent with the Operations, Maintenance and Health Physics Departments-reporting to that position.
(b) Change the organization to show the Maintenance Supervisor responsible to the Operations and Maintenance Superintendent for all plant maintenance functions.
(c) Eliminate the position of I&C Engineer; the I&C Supervisor will report directly to the Operations and Maintenance Superintendent.
Add an Assistant I&C Supervisor reporting to the I&C Supervisor.

Section 6.5.1.2 (a)
Delete the Instrument and Control Engineer as a member of PRC and replace with Instrument and Control Supervisor.
4 (b)
Delete the Operations Superintendent as a member of PRC and re-place with Operations and Maintenance Superintendent.
(c)
Delete the Maintenance Superintendent as a member of PRC and re-place with the Operations Supervisor.
(d)
Delete the Engineer or Technologist with at least one-year plant experience as a member of PRC and replace with Maintenance Engineer.
Note: Revised Technical Specification pages re attached.
II.
Discussion With the proposed Technical Specifications change, the Operations Super-visor as well as the Maintenance Engineer and Plant Health Physicist will report to the Operations and Maintenance Superintendent. The Instrument and Control Supervisor will report to the Operations and Maintenance Superintendent and will also replace the Instrument & Control i

Engineer on the Plant Rsview. Committee. The position of Assistant Instrument and Control Supervisor will be added to the plant staff.
The Operations Supervisor and Maintenance Engineer will become mem-bers of the Plant Review Committee, replacing former positions listed as Maintenance Superintendent and Engineer or Technologist.
This change is considered'a purely administrative change since it is in accordance with the qualification criteria contained within ANSI N18.1-1971.
III. Conclusion (s)
Based on the foregoing, the Big Rock Point Plant Review Committee has found the proposed change' acceptable and has concluded that the change does not involve an unreviewed safety question. The Safety and Audit Review Board has found the proposed change acceptable.
