amendment is in response to your letter of March 8,1976, modified by letter of March 3,1977, which requested changes to the Technical Specifications for the Big Rock Point Plant. The changes relate to:
i (1) General Office and plant staff organizations changes and correction of minor typographical errors in the Administrative Controls section, i
(2) a reduction of the specified numt'er of non-licensed reactor operators from two to one, and (3) aJd a definition of surveillard requirenents.
Copies of our Safety Evaluation and the Notice of Issuance also are enclosed.
We also acknowledge withdrawal of your December 18, 1975 license amendment request pertaining to operability and surveillance require-ments for the modified fuel sipping system. You requested withdrawal i
of this application by letter dated February 3,1977.

The application for a'tendrent by the Consumers Power Lompany (the licensee) dated March 6,1976, as modified by letter dated March 2,1977, cocalies with the standards and requirenents of the Ato.iic Energy Act of 1954, as aaenced (the Act), ant 1 the Comission's rules anct regulations set forth in 10 CFR Chapter I; D.
The facility will operate in confomity with the application, the provisions of the Act, and the rules and regulations of the Comissior.;
C.
Tnere is reasonable assurance (1) that the activities authorized by this emendment can De conducted without endangering the health and safety of the oublic, and (11) that such activities will be conducted in confliance with the Comission's regulations; D.
