Dear Dr. Morris:
This letter is written to inform you of our interpretation of the six-and twelve-month intervals of periodic testing required by the Big Rock Point Plant Technical Specifications as well as plans for per-forming this testing.
The Big Rock Point Plant was last out of service for refueling from February 12 to March 13, 1971. During this period, six-and twelve-month intervale periodic testing was performed (refer to Attachment I).
The 1972 refueling outage has been postponed for approximately a month due to equipment delivery problems. The refueling outage is now scheduled to start March 17,15r/2. A strict literal interpretation of the six-and twelve-month intervals periodic testing requirements could be construed to imply the plant should be shut down to accomplish this testing prior to March 17, 1972. However, if we postpone the testing until the scheduled outage, the time interval will be approximately twelve months, two weeks, which we have concluded meets the intention of the twelve-month requirement.
It is our intention to perform the six-and twelve-month intervals period testing requirements listed in Attachment I during the refueling outage currently scheduled to commence Maleh 17, 1972. I will assume you are in agreement with our interpretation of the above-mentioned testing interval requirements unless I hear differently.
