License No. DPR-6 We have completed our evaluation of your letter dated March 23,'1973, requesting a change to the Technical Specifications of Facility License No. DPR-6 to clarify the requirements for operability of the emergency condenser tube bundles.
The amergency condenser is a backup heat sink for removing reactor decay beat by natural circulation of primary coolant through the core when the main condenser is unavailable. The Final Safety Analysis Report considered loss of the normal heat sink accor:panied by reactor scram without reliance on either of the emergency condenser tube bundles. On this basis we conclude that continued reactor operation with only one emergency tube bundle available for service, as proposed, does not ' increase the probability of or change the consequences of esth ar. a-cident anc therefore it does not present significant hazards considerations not described or implicit in the BiE Rock Point Safety Analysis Report. There is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed swinner.
