This refers to your response dated July 28, 1980, which was filed pursuant to Section V of the " Order to Show Cause" issued by the NRC on April 30, 1980.
Since your submittal, personnel from the Office of Inspection and Enforcement have been reviewing and evaluating the actions taken by Houston Lighting and Power Company in addressing the Order.
As a result of a defined plan for the resumption of the halted safety-related construction at the South Texas Project, which was presented to the Commission on September 18, 1980, I authorized limited work restart in certain selected areas. This restart work was authorized through the use of Immediate Action Letters issued by the Regional Director.
As you are aware, two Immediate Action Letters have been issued. The first, dated October 3,1980, addressed the limited restart of AUS structural steel welding in the form of reexamination and repair. This was to begin in Relay Room 202 of the Unit i Mechanical-Electrical Auxiliary Building. The second, dated October 22, 1980, addressed the restart of production AUS structural steel welding for the fourth quarter of 1980. This work is limited to structural steel embeds with members up to and including thicknesses of 1-1/2 inches for shop fabrication and up to and including thicknesses of 3/4 inch for other structural steel welding.
We are also reviewing and evaluating your corrective actions in the area of safety-related complex concrete construction. This is in response to Houston Lighting and Power Company's request of October 24, 1980. The restart of that work, once my staff has detennined the adequacy of the corrective action, will also be authorized by an Immediate Action Letter. Additional steps in the restart plan will be authorized in a similar manner.
