MEMORANDUM TO THE FILES:
SUBJECT:
STAFF FINDINGS RELATED TO THE PROPOSED IMPORT OF 607 GRAMS OF IJRANIUM ENRICHED TO APPR0XI'iATELY 10% - ISNM80017 Battelle (PNL) submitted an application dated November 25, 1980 for a license authorizing the import of 607 grams of low-enriched uranium from the United Kingdom, West Gemany and Belgium in connection with high burnup investigations of LWR sintered U02 pellet fuel.
Air shipment of the samples in appropriate containers is anticipated.
The import of low-enriched uranium in its various foms has been assessed many times in the past. This proposed import essentially is the same as previous requests, and represents no material change in circumstances from conditions and findings which existed at the time of the earlier imports, for example, ISNM78020, ISNM79019, and ISNM80007.
The staff finds that this import will not be inimical to the common defense and security, or constitute an undue risk to the public health and safety or to the environment.
