Dear Mr. Chairman:

It is the purpose of this letter to request' that. the Cc=-

mission recensider and =cdify its Orders of July 2, 1979 and August 9, 1979 dealing with the restart of Three Mile Island Unit No. 1 ("TM!.1").

We believe that z.n evaluation of develep=ents since the entry of such Orders der.cnstrates that they have prc-duced consequences which are unjust and inconsistent with the -

public interest.

Tne discussions e t the Commission's public l

=eetings pric: to the entry cf the August 9,'1979 Order and,the c.f that Order =anif este.d a clear expectation by the ter=s Cc==ission that the hearings required by that order would have been ec=pleted bv Februarv. and that a Cc==ission decisien en the

=atter of lifting t,he suspensien of TMI-l's operating authority could be reached bv Se.cte=ber of this v. ear.

Yet the fact is that l

the hearings did not even begin until =id-october 1980.

The 1

l consequence of these orders, has been to sev'erely penalise the l

l f our millien residents of our service areas and our hundreds of thcusands of investors.

Unless the Commission takes action to expedite matters, authorization fe,r operation of TMI-l will be further delayed for many =cre months.

We are addressing this recuest for re-consideration and
