The Conmission has issued the enclosed Amendment No. 70 to Provisional Operating License No. DPR-21 for the Millstone Nuclear Power Station

This amendment is in reference to our Fire Protection Safety Evaluation Report (FPSER) issued September 26,1978 (License Amendment No. 53).
The amendment revises License Condition 3.F to add "and supplements thereto" to the fourth line of the first paragraph of that condition, in conjunction with our issuing the enclosed Supplement No.1 to the FPSER.
This Sc; -lement completes Secti' i 3.2.1, " Smoke Detection Systems Tests".
i In preparing to issue Supplement No. I we found that for completeness and clarificction of records a license amendment would be required. We discussed the proposed action with your representative and we have mutually agreed upon it.
,The Notice of Issuance is also enclosed.
