Dear Mr. Counsil:

On September 29, 1980 and October 7,1980 we issued supplemental safety evaluation reports concerning the fire protection program at the Haddam Neck Plant and Millstone 1, respectively.

In our cover letters we anticipated the publication of the proposed Appendix R to 10 CFR 50 and requested that you submit your plans and schedules, by November 1, 1980 for implementing the installation of the dedicated shutdown system or alternate shutdown capability at these facilities.

The purpo'se of this letter is to bring to your attention the fact that you were not strictly required to submit this infonnation by November 1, 1980. Appendix R as finally approved by the Coninission requires the submittal of your plans not more than 30 days after the effective date of the rule, which will occur 90 days after the rule has been published in the Federal, Register. We do however encourage you to submit these plans for our approval as soon as you have completed them.
