Dear Mr. Counsil:
In our letter to you dated September 30, 1980, we requested that you connit to installing an override-to-close capability on your pressurizer power operated relief valves (PORV) by October 30, 1980.
By letter dated October 24, 1980, and in telephone convers3tions with the staff on October 29, 1980, you agreed that the changes we requested should be made, but you disagreed with the schedule. We have considered your arguments and have concluded that an innediate plant shutdown to correct the deficiency is unwarranted.
We have also concluded that your commitment to install and test the new switches for the PORVs prior to startup from the next cold shutdown is acceptable.
