CONTAINMENT SPRAY SYSTEM Attached are three (3) and thirty-seven (37) copies of a request to change the Big Rock Point Technical Specifications. The enclosed change is requested to allow implementation of plant modifications designed to mitigate the effect of steam pipe breaks inside containment (as reported in Licensee. Event Report No 80-023, dated August 26,1980).
The information in the change reque9t discussion provides modification details and their acceptability based on analyses. Implementation of this modifica-tion and its associated Technical Specifications changes is required to allow plant startup after the ongoing refueling outage. Therefore, approval of this change is requested prior to January 1, 1981. Any. requests for information required to support your evaluation of this change should be made known imme-distely to Consumers Power Company upon discover, to facilitate rapid approval of this change and scheduled plant startup.
This change has been determined to be a Class III change pursuant to 10CFR 170.22; a check in the amount of $h,000 is attached.
