Reappointment of ACRS Member PURPOSE:

To Recommend the Reappointment of Dr. Dade W. Mceller to the ACRS D ISCUSSION:

Dr. Moeller will complete his current term as an ACRS Member on December 31, 1980.

Dr. Moeller earned a Ph.D in nuclear engineering from North Carolina State University and a B.S. in civil engineering and a M.S. in sanitary engineering from Georgia Institute of Technology.

Presently, he is Head of the Environmental Health Sciences Department, School of Public Health at Harvard Univer-sity, a position he has held since 1968.

Since 1966, he has also served as Associate Director of Harvard's Kresge Center for Environmental Health.

From 1948 to 1966, Dr. Moeller served as a commissioned officer in the U.S. Public Health Service, specializing in the radiation safety aspects of water reactor cooling systems, disposition of radioactive wastes, and environmental radiation surveillance.

Dr. Moeller is a member of the National Academy of Engineering, past president and a member of the Health Physics Society, the American Public Health Association, the American Industrial Hygiene Association, the American Nuclear Society, and the American Association for the Advancement of Science.

He is also a Registered Professional Engineer, a Certified Health Physicist, a Diplomate of the American Academy of Environ-mental Engineers, a Fellow of the American Public Health Association, and is a member of the Board of Directors of the National Council on Radiation Protection and Measurements.

A member of the ACRS since January 1973, Dr. Moeller was calendar year 1976.

Subject:

Change in Titles for Licensing and Appeal Board Members Discussion:

Consistent with the Commission's ongoing program to upgrade the quality and prestige of its Licensing and Appeal Panels, the Chairman of the Licensing Board Panel has requested that members of the panels be given the title

" Administrative Judge."

The title would apply to lawyer and non-lawyer members alike.

Cur-rently, these individuals are referred to as

" members" of their respective panels.

The Decartment of Interior made a similar change in 1974 which subsequently was approved by the~

Office of Legal Counsel, Department of Justice.

Recommendation:

That the Ccamission approve the enclosed draft final rule which amends 10 CFR Sections 1.11 and 1.12 to give members of MRC adjudicatory panels the title, " Administrative Judge".

The Commission is not required to seek public comment before making this nomenclature change because it relates to matters of agency organization.

Coordination:

The Chairman of the Atomic Safety and Licensing Board Panel and the Chairman of the Atomic Safety Appeal Panel concur.
