Oyster Creek Nuclear Generating $tation Docket No. 50-219 Emergency Plan Exercise The existing Emergency Plan for the Oyster Creek Nuclear Generating Station requires that an Energency Preparedness Exercise be held annually; however, since our last exercise in November, 1979, the NRC, as well as all Licensees have been involved in an ongoing effort to upgrade emergency plans.
The NRC has published several documents (NUREG 0654 and NUREG 0696 ) presenting new and additional guidance criteria. Our company has devoted major resources to this effort which will result in a significantly upgraded plan to be submitted by J anuary 2,1981, and implemented by April 1,
1981. This upgrading effort has also involved the State and local governmental agencies resulting in major revision of their plans and procedures, as well as those of the Utility.
Although, the Oyster Creek Plan, currently in effect, would require an exercise approx imatel y November 30, 1980, we are requesting that the drill be delayed until March, 1981. It is felt that conducting an exercise at this time will be counter productive to our upgrading effort, as well as those efforts being expended by the State and County authorities.

Paul Phmoas, Dr. Galena and Mr. Larry Briggs of the NRC and they agreed that a delay to fiarch, 1981 would be prudent. This would allow sufficiont tine to compiete the proposed changes to the pian and also administer the necessary training to properly implement the new plan so that the exercise could be utilized in evaluating the effect of the new criteria. This will benefit all parties concerned ano assist in a smooth transition to the new concepts and imr:ementing mechanisms.
