Dear Mr. Engelken,
In accordance with Technical Specifications Section 6.9.4.1 (1), the Sacramento Municipal. Utility District is hereby submitting the following written confirmation of a 24-hour Licensee Event Report initially reported to Mr. G. Zwetzig of your office on October 31, 1980.
As a result of I & E Bulletin 79-01B review it was determined that the limit switches utilized on air-operated containment isolation valves do not meet the current environmental qualification criteria.
T a limit switches in question are manufactured by NAMCO and are not environmentally qualified to recirculating fluid radiation levels following LOCA.
The NAMCO switches in question are located outside the containment in the Auxiliary Building. The function of the switches is to provide the operator indication of valve position. The switch will function prior to being expoced to the radiation levels associated with recirculating fluids fol3owing a LOCA. As a result, the switches will provide the necessary indication to the operator for some time following the accident. Failure of the switch at a later time will result in a loss of position indicetion only, and actual valve position will remain unaffected.
It is the District's intent to replace the limit switches in accordance with the cine frame specified in the bulletin. A detailed report will be submitted so your office within 14 days.
