Dear Mr. Engelken:
In accordance with Technical Specifications Section 6.9.4. l(i), the Sacramento Municipal Utili ty District submi tted wri tten confi rmation of a 24-hour Licensee Event Report on November 3, 1980. At the request of Mr. R.
Faulkenberry and G. Zwetzig of your staf f, the following additional information is being submitted.
The November 3,1980 'atter addressed the inability to obtain quali-fication documentation for Hele.tr< n pressure switches in accordance with ISE Bulletin 79-01B. Additionally,
'.ne letter addressed the District's plans to meet the environmental quali fication requirements wi thin the speci fied time frame.
To provide justification for interim o,eration, District engineers have reviewed the design of the circui t associated with the Meletron switches.
The design review concluded that the two credible failure modes for the switch, either a short or a ground, would not prevent the circui t from performing i ts intended function. A third failure mode, specifically an open circui t, is not considered a credible failure mode from an environmentai qualification standpoint.
Since no credible failure mode, induced by a harsh environment, will prevent the circuit from performing its intended function, continued interim operation is justifiable.
As ste~.:d in the November 3,1980 letter, a followup report will be submitted within 14 days.
