This letter is to acknowledge receipt of your Inspection Report Number 50-440/
80-14, 50-441/80-13, attached to your letter dated October 6,1980, which I re-ceived on October S,1980.
This report identifies areas examined by Dr. M. J.
Oestmann during the inspection conducted August 19 to 21, 1980.
Attached to this letter is our response to the deviation described in Appendix A, Notice of Violation. This response describes the planned corrective action and the estimated date of completion as requested in your letter.

RESPONSE TO ENFORCEMENT ITEMS Below is our response to Appendix A, Notice of Violation, of United Scaces Nuclear Regulatory Comnission I. E. Repore 50-440/80-14; 50-441/80-13.
A.
Deviation j
Based on correspondence from the licencee to the Commission 1/, the l
licensee comaicted to conducting noise surveys semi-annually af ter the first year of construction.
Contrary to che above commitment, the licensee failed to conduct

noise surweys semi-annually in the fall of 1979 and spring of 1980.
B.
Response

When major noise producing activities were ac cheir peak, the l
- noise surveys were made, as committed. These activicles in-L cluded excavacion with its earth movers and heavy equipment, I
pile driving, and structural steel framing. The major portion of this work had been completed prior to che period during which we failed to conduce the noise surveys.
l Subsequent to reorganizacion and relocacion of personnel which occurred the latter half of 1978, transfer of the responsibility i
for p;rforming these surveys was not adequately addressed. The ommission, noced during this inspeccion, has been corrected l
by assignment of this responsibility to che Nuclear Test Seccion of the Nuclear Engineering Department. '

The Fall 1980 survey was conducted on October 20, 1980, and the report will be issued by November 28, 1980.
Future noise surveys will be conducted semi-annually as committed.
