Dear Sir:

We have reviewed your model format for operating reports for nuclear power facilities forwarded by Reference (4). We agree that it enables a more useful and inform' sport. As you realize, we are committed to strict adherence to tl.

,... ting requirements specified in plant technical specifications.

In mcat cases these reflect the requirements of Regulatory Guide 1.16 plus some additional plant-specific reporting requirements. The 1976 reporting period is nearly completed.

Besides these constraints, back-fitting the already collected information into the new fonnat would in some areas, be extremely difficult.

We do, however, endorse this new format and will endeavor to utilize it insofar as is practical for out 1976 reports for the three operating nuclear power plants under our supervision. Generation data will be based on net generation versus gross.

We have been adhering to the requirements of Regulatory Guide 1.16 (Revision 4) in the submission of our monthly statistical reports.

It would seem reasonable that the format of the aanual report and the governing Regulatory Guide should correspond entirely. This is currently not the case and may be worthy of some attention. For example, the monthly reports list net generation on a daily basis.

This is the basis of the " Grey Book" graph.

The new annual report format indicates that a graph of gross generation (pg. 30) should be subnitted. Our other objections are minor and editorial in nature with exception of reference to the use of contrasting color pages and loose leaf binding, which we cannot provide and consider an unnecessary and extravagant imposition.
