Dear Sir:
Pursuant to Section 50.59 of the Commission's Rules and Regulations, Yankee Atomic Electric Company hereby proposes the following modifications to Appendix A to the Technical Specifications.
PROPOSED CHANGE:
It is proposed that paragraph (1) in Section D.2.c. of the referenced Technical Specifications as proposed in Reference (2) and approved in Reference (3) be modified to read as follows in the attached pages.
REASON FOR CHANGE: The limiting LHGR shown in Figure 8-1 originally had a constant flux spike factor included. However, the allowable power level was to be determined using the axially dependent flux spike shown in Figure 8-4.
To eliminate this inconsistency, the flux spike factor has been removed from the limiting LHGR and removed from the calculation of allowable power level. This approach is allowed by Reference (4) which has been approved in Reference (5).
SAFETY CONSIDEFATIONS: Sir.ce the constant flux spike factor included in the original limiting LHGR was greater than that to be used.in the calculation of allowable power level, the power level thus calpulated 8011170 h

This Proposed Change has been reviewed by the Nuclear Safety Audit and Review Committee.
SCHEDULE OF CHANGE: Yankee Atomic Electric Company's engineering staff is currently performing analysis of additional breaks and will submit the results by February 2, 1976 as requested in Reference (3).
