'd%I During the reactor start-up following the reactor scram and tur ine trip on August 27, 1972 difficulty was experienced with control rod No. 19 although this and all other control rods dropped successfully when the reactor scra=med. After a plant shutdown, procedures required that the Safety Group of control rods (Group D to 21 inches) be withdrawn until the reactor is returned to criticality. This portion of the procedure was com-pleted successfully; however, when the Safety Group was manually dr pped of a reactor start-up procedure, control rod No. 19 failed to fall as part With the aid of the pulldown coil, the control rod was into the core.
