Gentlemen:
This refers to your request, dated July 3, 1964, for authorization of Proposed Change No. 57 in the Technical Specifications of Facility License No. DPR-3 pursuant to the provisions of'Section 50.59, 10 CFR 50.
The Proposed Change would permit the proposed loading configuration for Core IV, operation of the Yankee reactor'with boron concentrations up to 1300 ppm, and irradiation of a test fuel element to a total exposure of 30,000 Mk'D/T.
k'e, have reviewed the Proposed Change and have found that it does not present significant hazards considerations not described or implicit in p;
the hazards sucmary report and there is reasonable assurance that the

heelth and safety of the public will not be endangered. A copy of our elated hazards analysis is enclosed.
In view of the foregoing, Change No. 57 in the Technical Specifications of License No. DPR-3 is hereby authorized, pursuant to Section 50.59 of the Cocnission's regulations.
