Revised Technical Specifications and Final Safety Aaalysis Report.
(4) Westinghouse Standard Technical Specifications dated September 1, 1974.
Dear Sir:
The Technical Specifications, Appendix "A" to reference (1), does not require calibration of instrumentation protectivo devices at any stated frequency; Section 509 only requires tests to be made during scheduled shutdown periods.
Pending resolution of reference (3) the plant has attempted to conform to the Surveillance Frequency requirements of reference (2) which reads as follows:
Os 4
Surveillance Frecuency. Unless otherwise stated in the specificaticns, N'y periodic surveillance tests, checks, calibrations, and examinations jg S shall be performed within the specified surveillance intervals.
These f

, intervals may be adjusted plus or minus 25%.
The operating cycle
,fg i interval as pertaining to instrument and electrical surveillance

- chall never exceed 15 months.
In cases where the elapsed interval

has exceeded 100% of the specified interval, the next surveillance

interval shall commence at the end of the original specified

interval.

During our May to August 1974 refueling all required calibrations of instrumentation systems were performed, 13 in the months of May and June alone and three more in July and August. With the 15 month surveillance cycle of reference 2 these 16 systems must be recalibrated in the months of August, September and October of 1975. Our next shut-down in the refueling outage scheduled for october 18, 1975, however, the plant will be unable to start instrument calibrations until about 801114 0 36f

the 1st of November, 1975.
Assuming the plant can obtain the release
- i of those systems that were tested in May and June of 1974 their calibration cycle will thus be 17 months.
Due to scheduled steam generator modification and inspections, some of these systems may not be released until later in the outage.
We therefore, request an extension of the instrumentation calibration frequency requirements from 15 months to the 1975 refueling outage. All calibrations will be completed within 18 months from the time they were last performed. This 18 months frequency will be consistent with the l
requirements for most other plants and the Standard Technical Specifications i
of reference (4).
'I We request your prompt consideration of this extension since under the 15 month frequency requirements of reference (2) we will have to shut the plant down to cold conditions prior to August 23, 1975 to perform instrument i
calibrations. We estimate a minimum of a three week shutdown would be required to perform all the instrument calibrations required.
i Very truly yours, YANKEE ATOMIC ELECTRIC COMPANY f
