'1he Yankee Nmlear Power Station has been operating urder technimi specifi-cations initially issued with Opemting License Nc. DPR-3 in June 1961. As you kncu, since these technical specifications were issued, 84 changes have tx3en requimd. We believe that many of these changes were necessitated by the fact that your technical specifications incorporate your Final Hazanis Suamry Report as the principal part thereof and therefore contain much design detail which is not necessary in technical specifications.
In August 1966, the Comission published a pmposed anerdnent to 10 CIR Part 50 (copy enclosed) which revises the farm of technical specifications.
Since that date, licenses issued for the new power reactors have incorpamted this new form of technical specifications. D perierce with opemtions urder the new farm of technical specifications has denonstmted that these licensees have more freedom pursuant to Section 50.59 for making changes to the facility ard its opemting pmcedures while still pmviding the AII' with adequate review to fulfill its respcnsibilities for public health ard safety.
In view of Yankee's long-tem license, we.strongly urge that you subnit pm-posed teahnical specifistions in the new farmt for irchyomtion in your license. A copy of the Ccnnecticut Yankee Technical Specifimtions, which is in the new farm, is enclosed for your informtion.
