l, LR-N19-0102 PSEG NUCLEAR LLC - QUALITY ASSURANCE TOPICAL REPORT NO-AA-10, REV. 88, REVISION
SUMMARY
Revision 88 Effective Date-June 28, 2019 The following is a description of the changes being made to the PSEG Nuclear Quality Assurance Topical Report (QATR) in revision 88. The changes are a result of organizational changes, changing reporting structure, and aligning roles and responsibilities for effectiveness and efficiency. A review determined that formal change management plan was not required for the changes taking place.
The key changes to the QATR made in this revision include:
Realign the Nuclear Security organization from the site to Corporate Security Organization.
Incorporate Nuclear Industry Evaluation Program (NIEP) report recommendations related to International Laboratory Accreditation Cooperation (ILAC), Fleet Excellence Oversight Board (FEOB) (location), and submitting NIEP reporting to the President &Chief Nuclear Officer (P&CNO) to ensure consistency throughout sections of the QATR. Included other alignment issues.
Delete "Station Blackout' from Appendix B Audit Frequency table.
Update Hope Creek lnservice Inspection and lnservice Testing Programs to latest approved codes of record.
Based on the results of 10 CFR 50.54(a) / 10 CFR 71.106(b) evaluations, the changes being made to the QATR in revision 88 do not represent a reduction in commitment and thus do not require prior approval from the NRC before implementation.
Revision details:
- 1. CHAPTER 1, ORGANIZATION Specific changes to this chapter included:
Section 2.2.2, added in two paragraphs related to performance of the on-site review committee and periodically performing independent reviews replacing the paragraph that described the off-site review committee. Add in the words (referred to as the*
Fleet Review Committee or FRC).
In Section 2.2.3, Subsection 4, Deleted 'nuclear security' and line item starting with nuclear security program.
In Section 2.2.3, Subsection 7, Deleted 'Security Plan thru Quantities of Radioactive Material,' and change 'Plant Operations' to 'Fleet'.
In section 2.2.3, Subsection 8, added in The Nuclear Security Organization management personnel facilitate support as needed by the P&CNO.'
Section 2.4, deleted remainder of the last paragraph of this section starting with 'and an off-site committee'.
In Figure 1 -1, Deleted Fleet Excellence Oversight Board, Plant Operations Review 1
lo LR-N19-0102 Committees (PORC), Procurement, NOE, NOE Superintendent. Replaced Lab &
Testing Services with M&RS and added in Security under organizations that are matrixed.
- 2. CHAPTER 4, PROCUREMENT DOCUMENT CONTROL Specific changes to this chapter included:
Section 2.2.5.1.a. added in the following statement "or other NRC endorsed guidance."
- 3. CHAPTER 7, CONTROL OF PURCHASED MATERIAL, EQUIPMENT AND SERVICES Specific changes to this chapter included:
Section 2.4.8, replaced existing paragraphs with paragraph related to purchasing commercial grade calibration and testing services to address NIEP recommendation.
- 4. CHAPTER 18, AUDITS/ASSESSMENTS Specific changes to this chapter included:
Section 2.1.4 deleted two paragraphs related to the on-site review committee and the independent reviews of matters involving the safe operation of its nuclear plants.
These were moved to Chapter 1.
Section 2.2 added in paragraphs related to purchasing commercial grade calibration and testing services to address NIEP recommendation.
Section 2.3 added in 'and P&CNO'.
- 5. APPENDIX B, AUDITS FREQUENCY Specific changes to this chapter included:
Section 1, deleted line item r in the table 'Station Blackout (Regulatory Guide 1.155, Appendix A) and 24 Months'. The word 'Deleted.' was included in this column.
- 6. APPENDIX C, CODES, STANDARDS AND GUIDES Specific changes to this chapter included:
In Section 1.3.2.1.c added Note back in that was inadvertently removed in revision
