Dear Mr. Martint Violation of National Pollutant Discharge Elimination System (NPDES) Permit Pursuant to Section 3.2 of Appendix B to Facility Operating License No. NPF-1 for the Trojan Nuclear Plant, the attached report is forwarded describing violations of the NPDES Permit during December 1989. The violations involved exceeding the discharge limit for Biochemical oxygen Demand (BOD) in the sewage treatment plant offluent.

The violations occurred on December 1 and 2, an expected occurrence following startup of Trojan's new sewage treatment facility on November 29, 1989. The Oregon Department of gnvironmental Quality had waived enforcement action for NPDES Permit violations during the first two weeks of sewage plant startup. The BOD was within specification by December 3, and remained within specification for the remainder of the month.
