Gentlemen:

New Hampshire Yankee's (NHY) l'etter dated November 6, 1989,

[ Reference (b)) delineated revisions to the PowerJAscension Test Program as described in Chapter 14 of the Final Safety Analysis Report. lThe purpose of this letter is to document information provided to the' Staff-in recent discussions regarding those revisions.

-In a telephone conference call on~ December 12, 1989,' NHY indicated that it has compared Seabrook to the Diablo Canyon natural circulation testi report and that the results of that comparison were transmitted to the Staff and evaluated in Senbrook Station's Safety-Evaluation Report' Supplement 5.

Vogtle plant startup test report natural circulation testing results.: NHY compared the Seabrook and Vogtle-plants and-believes that the natural-circulation testing at Vogtle<provided sufficient data-to provide, assurance that natural circulation flow and' heat removal'will occur.at:Seabrook.-

NRC requested information with regard to the operator training-for natural circulation testing and the training on the results.of-the June 22, 1989 natural circulation test. NHY stated that the operators are trained,on natural circulation plant response and control,and that the resulte-and.-

lessons learned of the test conducted on June 22,' 1989 have been factored-into the. training of Control Room operators. NHY believes that the Control Room operators have been appropriately ^ trained regarding natural jl circulation testing.
