This letter is an application for renewal of license number SNM-888, as amended.

Please refer to our license application letters dated 28 April 1965 and 11 March 1966.

.information may be obtained from the letter of 11 March 1966 with the following modifications, 1

Section-1.

The Vice President for Financial Aff airs of Augus-tana College is now Jean Helland, 800 E 33rd St., Sioux Falls, S. Dak.

Mr. Helland is a U. S. citizen.

Section 2.

The Gilbert Science Center is now completed and occupied.

Section 4.

A.ugustana College now has in its po.ssession thirty-two(32) grams of Pu-Be encapsulated as a two(2) Curie neutron source and twelve (12) plutonium plated alpha sources.

The following'information is submitted in triplicate in fulfillment of the' requirements of section 70.22, Title 10, Code of Federal Regulations, Part 70, "Special Nuclear Material".

1.

Augustana College is incorporated in South Dakota and has its main office.at 28th and Summit, Sioux Falls, South Dakota.

The principle officers of Augustana College are:

The neutron source will be used in the Department of Physics' Neutron Laboratory _ located in the nearly completed Gilbert Science Center located on the campus of.Augustana College.

The license is requested for a period-of three (3) years.-

4.

Thirty-two.(32) grams of Pu-Be encapsulated as a two (2) Curie-source is to be obrained from Nuclear Materials and Equipment i

Corporation as their catalog number NUMEC-B or C.

5.

.The_ proposed training program would be under_the supervision of J. D. Thompson, Assistant Professor of Physics.

Professor Thompson expects to have his Ph.D. in Biophysics from the University of Wisconsin by June, 1966.

training and experience include participation in.the ORINS radioisotopes technique summer inst;Ltute,- 1959, working for four years using a 6.4 kilowatt CuK-x-ray source as a research' tool and-taking graduate courses in" nuclear physics at the University of Wisconsin, and teaching radioisotope identifi-cation and techniques in an undergraduate physics course at Augustana College.

Professor Thompson has also conducted short courses at this institution for Civil Defense personnel from the State.

He is also the radiation officer of Augustana-College.

Augustana College holds Byproducts Materials License number 40-6921-3 and also license humber SNM-888 for plutonium alpha

sources.

The neutron howitzer to be used is the Model 1100 VISIFLUX f

manufactured by Reactor Experiments, Inc.

As this is commer-cially available, dimensional drawings are not included.

The maximum neutron flux on the surface of the container will be:

In addition, a recent grant request to AEC for training equip-ment included the following items:

0-30,000 cpm The radiation protection instrumentation will be-chlibrated quarterly using NBS reference sources.

Before daily use, the instruments will be checked to see if working properly.

A permanent record of results will be kept.

Personnel monitoring devices will be used by all personnel entering the neutron laboratory and/or working with radioactive materials therefrom.

The devices to be used are as follows:

When not in use, the neutron source will be in the storage position of the VISIFLUX howitzer or in the source's shipping container.

In either case, access to the source will be made only-by use of aekcy and the key will be available only to the Physics Department chairman, the radiation officer, and the laboratory supervisor.

Manipulation of the source will be accomplished only by the laboratory supervisor by use of a threaded handling rod of at least three feet length.

The source will be removed only for leak testing and, when desired, for storage in the shipping container.

It is not expected that the exposure time to the unshielded source should exceed 10 minutes per quarter.

After the receipt of the neutron source, an initial surveycof the howitzer and working area will be nude to determine the necessity for posting and labeling.

If posting and/or label-ing is required, it will be accomplished in accordance with the instructions contained in paragraph 20.203 of 10 CFR 20.

At the conclusion of each operation, surveys will be made to assure the source has been returned to its storage position.

Periodic surveys will be made to assure proper water level in the howitzer.

Daily upon use, surveys will be made to evaluate radiation dose received by using personnel.

Personnel in the neutron laboratory will be required to wear pocket dostmeters.

The dosimeters will be read and doses recorded at the end of each working day.

..-.4 : 4 The neutron source will-be tested quarterly using the wipe technique in the following manner:

a.

Remove lid closure plug.

b.

Thread handling' tool into the recessed hole of the neutron source.

c.

Remove source from the neutron howitzer or shipping con-tainer maintaining the source as far from the body as possible.

d.

Rotate the source against a filter pad.

e.

Return the source to the neutron howitzer or shipping container and place in storage position.

f.

Replace lid closure plug.

Place the filter pad in the gas-flow proportional counter and determine the alpha activity, h.

If less than 0.005 microcurie of removable contamination is detected on the test sample, record result of leak test in log book provided, i.

If 0.005 microcurie or more of removable alpha contamination is detected on the test sample record result of leak test in log book and promptly evaluate personnel and area for contamination.

Prevent further spread of contamination.

Consider the source leaking until proven otherwise.

Place the source in a leak proof container, seal container, place in shipping container and return to manufacturer for repair or replacement.

Notify the Director, Division of-Licensing and Regulation, U.S. Atomic Energy Commission, Washington, D.C.,

20545, with a copy to the director of nearest AEC Regional Compliance Office, as listed in 1

Appendix D of 10 CFR 20, describing test results and action taken.
