APPUCATION FOR AMENDMENT TO OPERATING UCENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory, Commission, the New York Power Authority, as holder of Facility Operating Ucense DPR-59, hereby -
applies for an Amendment to the Technical Specifications contained in Appendix A of this '
license.

This application for an amendment to the James A. FitzPatrick Technical Specifications -
de!etes the augmented inservice inspection (ISI) requirements Imposed on the main steam and feedwater piping welds. Specification 4.6.F.2 requires 100% inspection of these welds every ISI interval. This requirement was imposed by the Atomic Energy Commission in 1972, during their review of the Authority's_ application to operate the Fitzpatrick plant, because it was not practicable to backfit pipe whip restraints on the main steam and feedwater piping inside the drywell. During future ISI intervais,25% of the piping welds will be examined in accordance with the requirements of 10 CFR 50.55a.
Specification 4.6.F.2, " Structural Integrity," and associated Bases on pages.144 and 153 are deleted by this amendment.
The proposed changes to the Technical Specifications are _ Attachment I to this Application for Amendment to the Operating Ucense.~ The Safety Evaluation for the l
proposed changes is included as Attachment 11.
