REVIEW 0F DRAFT RISK-BASED INSPECTION GUIDE FOR WOLF CREEK GENERATING STATION (TAC NO. 72895)

Brookhaven National Laboratory has produced the enclosed craft Risk-Based Inspection Guide for the Wolf Creek Generating Station.

It is based on insights from available PRAs and the Wolf Creek information transmitted to NRC by your letter of March 16, 1989.

As indicated in our letter of January 25, 1989, we are making the draft available to you and the Resident Inspector before the final version is produced so that we can benefit from any coments and suggestions you may have.

In addition, we need a small amcunt of information to complete the items denoted by the brackets, blank spaces, and footnotes on pages 6, 7, A-3 A-68,.A-70, and A-77.

Specifically, we would like to know:

1. Whether the air supply to the pressurizer PORVs is backed by nitrogen bottles or air accumulators.
2. The number of PORV actuations that the backup supply is expected to support.
3. The number of PORVs that would be required to open to achieve sufficient core cooling in the " feed and bleed" mode.
4. The success criteria for the PORVs/SRVs during ATWS events.
5. The specific locations (e.g., containment elevations) of the SRVs, PORVs and block valves.
6. The PORY control power supply breaker designations and locations.
7. The Ib number of the discharge check valve for the train B ESW pump.
8. The procedure number for periodic testing of the turbine-driven AFW pump.

If there would be any difficulty in addressing one of these items, please contact us for clarification and consideration of alternative approaches.

We understand from your letter of October 31, 1989 (ET 89 0088) that you are preparing a Level I PRA plus a centainment performance analysis for the Wolf Creek Generating Station. We recognize that your own PRA effort draws heavily on your staff resources and that it will result in a more comprehensive and detailed document than the enclosed Bill technical report. Therefore, a response to the BNL report is not required.

However we would appreciate receiving any voluntary comments or suggestions that you would like to make on the BNL report along with the previously requested information within 90 days following the date of this or our Lead Engineer for this project, Steve Long, at (project, please contact me letter.
