This letter forwards the report of the maintenance team inspection (MTI)

performed by an NRC inspection team from September 18 through October 17,1989,

at River Bend Station. The activities involved are authorized by NRC Operating

License flPF-47 for the River Bend Station. On October 17, 1989, the MTI team

This maintenance team inspection was performed by the Nuclear Regulatory

Commission (NRC) to evaluate the effectiveness of maintenance activities at the

River Bend Station. The inspectors concluded that you have implemented a generally

effective maintenance program, with strengths in some areas and weaknesses in

l

others. The strengths relate to overall management control and support of

maintenance programs including the planning and scheduling elements of the

program. The weaknesses reflected an overall problem in the implementation

.

of the maintenance programs. These weaknesses involved performance and

i

documentation errors on the part of the craftsmen and reficcted poorly on the

maintenance staff's qualifications and dedication to excellence. Management's

attention is required to determine the root cause of the weaknesses and to

i

communicate their expectations for levels of performance that are commensurate

with the quality of the maintenance programs.

i

During this inspection, the inspectors found that certain of your activities

were in violation of NRC requirements. Consequently, you are required to

respond to this violation, in writing, in accordance with the provisions of

,

Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10 of the Code of

Federal Regulations. Your response should be based on the specifics contained

in the Notice of Violation enclosed with this letter.

The response directed by this letter and the acconpanying Notice is not

subject to the clearance procedures of the Office of 11anagement and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.
